Singh proposes economic solution to the Sino-India border disputes

ITANAGAR, Mar 25: Minister of State for External Affairs V K Singh today sought an economic solution to the Sino-India border disputes.

Speaking at the seminar on “Voices from Arunachal:  India-China Border Problem and related Arunachal Folklore’ at Rajiv Gandhi University, the former army general said that "China has gone on a progressive path which gives it negotiating strength" over other countries. Singh said that India is selective in its engagement with the international community which is ultimately harmful.

"In the United Nations, each member state has one vote", he said.

Calling for improvement of infrastructure at the border areas, he also said "we need to remain vigilant". He also propagated that trade barriers need to be relooked "so that cheaper goods from across the border do not sideline Indian goods".

"China has become a manufacturing hub which far surpasses ours", Singh said adding that "it is able to engage with countries in a different manner". The minister attributed China's economic rise to advanced planning and state support. He further  said that a trait of Chinese manufacturing is an "almost bonded labour" system.

Singh was also critical in his speech over the longstanding delays in resolving the border dispute despite the two countries engaging in trade more actively.

"Questions over our relationship are raised by the boundary issue", he said and questioned "why has China settled similar issues with Myanmar but not India".

Physical and psychological distance hinder research: Tuki

ITANAGAR, Mar 25: Because of physical and psychological distance, the indigenous folklores, customs and traditions have remained elusive to study and research, said the Chief Minister Nabam Tuki while addressing a seminar on ‘Voices from Arunachal:  India-China Border Problem and related Arunachal Folklore’ at Rajiv Gandhi University, Rono Hills today.

I would attribute the communication bottleneck for the harsh geographical terrains as the major hurdles for which these important aspects of ours remained unstudied and undocumented, he added.   He said that some vital work has been documented by researchers such as Heimendorf.

The CM  said that the state has taken a major leap in terms of communication. With roads and tele-communication reaching far flung interior villages, it has now become very easy for the researchers, scholars and enthusiasts to study and document the rich unexplored treasured folklores of distinct communities and tribes of Arunachal Pradesh which is in abundance, he added.

In a bid to improve the research work and to preserve the ancient records, the state has started digitization of old records, the CM said adding  “We are paying special attention towards maintaining Archives which I believe would benefit the researchers and scholars to a great extent.”

The development policy of Government of India towards Arunachal Pradesh was with a sense of caution till recently. However, announcement of PM’s economic package of about Rs. 33000 Cr in the year 2008 by the then Prime Minister Dr. Manmohan Singh, changed the face of developmental trajectory of Arunachal Pradesh. Communications like roads, railways, air and tele-communication have been given priority and infrastructure development is holistically taken up, the Chief Minister added.

Terming the people of the state fiercely patriotic, the Chief Minister said  Arunachal Pradesh stands tall along the eastern borders as the sentinel of our great nation.

The two-day seminar is being organized by Research Centre for Eastern and North Eastern Regional Studies (CENERS-K), Kolkata in collaboration with Rajiv Gandhi University and Maulana Abul Kalam Azad Institute for Asian Studies, Kolkata.

PPA calls for study on new Mines Act

ITANAGAR, Mar 25: The People’s Party of Arunachal (PPA) requested the state government to make a rational study on new Mines Act 2015 enacted by the NDA Government.

The Govt. of Arunachal Pradesh needs to make a rational study as to how the new Mines Act will empower the mining states, particularly Arunachal in terms of providing them revenue and using part of the profits for local and tribal welfare, said PPA general secretary Kaling Jerang in a party meeting on the new Mines Act.

“The proposed legislation calls for the setting up of a District Mineral Foundation where mining takes place to address the grievances of the people affected by mining, the PPA general secretary said. He also requested the State government to make a study on the importance and the role to be played by National Mineral Exploration Trust appointed by the Central Government in state’s interest.

“The new Act will call State Governments for granting mining leases and prospecting license-cum-mining leases for notified and other minerals, with the Central Government's approval which will prescribe the terms and conditions for selection of bidders and also the procedure for auction. The biggest cause of worry, however, is the state’s inability to enact its own comprehensive mining laws since the state doesn't have the ownership rights over the natural resources because of the wrong placement of the state under Article-371 H.

This is the prime reason that is why the indigenous people of the state in spite of being the stake holders of the various hydropower projects have to remain mute spectators during signing of various MOUs/MOAs against the various projects,” Jerang opined.

“Unless a serious claim is made by the people of the state for ownership rights over our own resources, including mines and minerals, the state has to carry out the routine dictated terms and conditions from New Delhi without the involvement of the prime stake holders, Jerang added.

War of words erupts between ANSU-NES

ITANAGAR, Mar 25: The war of words has erupted between All Nyishi Students’ Union (ANSU) and Nyishi Elite Society (NES) with ANSU seeking explanation from NES for terming the proposed 12 hour bandh on March 26 as ‘illogical’.

While denouncing the proposed 12-hour ANSU capital bandh on March 26 as illogical, the NES in a press statement earlier had said that it ‘does not endorse the bandh call.’

The ANSU wanted to know  why  the NES termed Union’s decision illogical and  ‘interfering  between ANSU and Govt.’ ANSU president Byabang Joram  said that it is an independently elected body, therefore, the Union does not require endorsement from NES to take up issues for the welfare of people of state in general and Nyishi community in particular.

Giving point to point reply to the NES statement, the ANSU further said that “80 per cent of populations residing in capital complex are Nyishis and most of them are living below poverty line without regular income”. This pre-paid metering system would mostly affect our people, the Union said.

Alleging that the NES is acting like spokesperson of Congress led state Govt,  ANSU said “let Govt  clarify on the issue, not NES”.

Services need to improve

Dear Editor,

Through your esteemed daily, I would like to express my grievances towards the Bucho Royal Enfield, regarding their service, behaviour of staff, facilities and unavailability of parts.

On 11 March 2015, while I was coming from Itanagar, unfortunately my clutch cable was broken in Papu nallah. And I was due for free servicing.

From there, I pushed the bike, which was very heavy, up to the dealer.

When I reached the dealer and asked for clutch cable, they said that there was none. When I complained that such a small and necessary part should be available, they did not respond well. This type of staff behaviour brings a bad reputation and they should know how to behave with customers.

My grievance against them is that servicing is finished within ten to fifteen minutes and their mechanics are not well experienced. Secondly, the important parts are never available. Being an authorized dealer, the parts should be available. Thirdly, the wash centre does not have a lifter or vacuum cleaning facilities.

After speaking with them, I entered the servicing room where I saw “CUSTOMER IS OUR GOD” sign board.  I told them to take it off because according to the sign board, the staffs are god not the customers.

Business needs customer and if a customer face problem like above mentioned, than business houses are not interested in the work, they only want to make money. And being a customer, it is my right to express my view and problems.

The consumer protection act 1986 is already in place so I appeal and request the customers, Arunachal Bullet Club and the owner of the showroom to look into the matter.  It is my request to state and district consumer disputes redressal forum to look into this matter urgently and seriously.

Yours,

Bengia Toking

APPSCCE fiasco

Dear Editor,

This is in connection with the APPSCCE Mains GS Paper II alleged leakage and the views expressed by many in this regard. The incident was in fact a very disheartening one; there cannot be appropriate words to describe the pain and agony meted upon the aspirants. Certainly necessary action of appropriate magnitude must be taken on the actual offenders. Many Inquiries, investigations are there which have brought out some faults, some loopholes in general practice of the commission defying all set norms and guidelines. Therefore it is correct up to some extent to call SIT action till date as an eye wash. Because the investigation till date reveals that the Re-use/ Re-print of 2011 paper was the actual fault and the people responsible for it should be held as the main culprits and action taken accordingly. If steps are taken in that direction few accused staffs detained till date may be divided into actually involved and wrongly suspected ones. So let's not hurriedly term anyone as a culprit. Matter should not stop with punishment of actual culprits; rather there should be intensive reforms and facilitation of APPSC Itanagar. Else many such fiasco ruining lives of thousands of aspirants will recur in future.

Yours,

A Concerned Citizen

Wrong allegation

Dear Editor,

IPR Department dismisses the allegation of wrong reporting as claimed by one faculty of KGBV in Mar-23 edition of Arunachal Times.

The KGBV faculty has appealed the readers “Not to believe in every word that is printed” because it was allegedly reported blindly by the IPR department of East Siang District. The allegation is baseless. Being eyes, ears and mouth of the government, we only publish testified and verified report(s).

On March-18, the Parliamentary Secretary for Education and IPR Bamang Felix along DDSE, Chief Councillor (PMC), SSA Coordinator, PD (RMSA), DIPRO and officers of education department visited several schools in Pasighat. After leaving Pasighat, Felix on way to Itanagar visited KGBV Rayang and had intimated that there was no teacher in the school and the Accountant of the school presented the details of the school. The PS expressing his dismay directed the DDSE to summon the coordinator to report to him immediately at Itanagar. Notably, the coordinator immediately rushed to Itanagar to meet the PS. Therefore, if PS’s comment is unjustified, they should clear their doubts there instead of blaming IPR department in news papers.

Yours,

DIPRO, Pasighat

Party also resolved to take legal action against those involved in spreading rumour using mass and social media.

Though Congress managed to douse of fire for now, the report of dissidence among its legislators keep surfacing in social media. The news about “Dissidence movement among Congress MLAs” has become the favourite topic of discussion for the people of Arunachal. Rumours keep flying about the dissidence movement. There is no doubt that these rumours definitely comes out from within Congress party only. The party has to understand that such situation is deeply hurting their image. Also it leads to creation of an ‘instability’ situation in the state. Ever since BJP came to power at centre, the Congress government of Arunachal has not been able to concentrate on governance. It seems like present government is concentrating only in saving their chair and are not able to give time for governance.
